On your site, it would be http://this-is-me.ca/andrew/archive/2004/4. Basically, if you put in just the month (or just the year) it will display everything in range. The selector doesn't let you pick this, which is basically a bug in my opinion. Submit a feature request or bug report at the Drupal site.
I don't actually use the archive. I guess it might sometimes be useful to see posts "in context" as it were, but I'd almost like it better if there was something like a configurable block that would generate 1 year ago today, or next post and previous post.
